    Yeah, there is a slotted nut on the underside. I originally thought same as you that it screwed into the arm. I tried to capture the image in the second pic, but it is hard to see. There is so little space between the slotted nut and the arm, I may need to take an old screwdriver and grind it...

    letsbike: Yes, it has the fork bosses brazed on from the factory to hold the front pannier frame. No, the tires are new old stock. I also have a set of Continental Ride Tour tires. I am going to try both to see which i like better. I have a new pic attached that show the bosses.
