Pretty sure that's a 20" 1987 SM400. They originally came with Sugino VP crank, SunTour Alpha 3000 drivetrain, and DiaCompe 960 brakes.

My 20" 1995 M900 came with a 220 mm steerer tube and 15mm of spacers. You might get by with a steerer as short as 200 mm depending on headset and stem.

Decal style looks to be 2002. That was the first year for the bar code stickers that indicate year. If you don't have a bar code decal it may have been removed. I suspect that this is another Euro-spec model that doesn't appear in any of our catalog scans.
