Caad 3, F xxx ? Production date from serial No Nov. 1999

Can anybody tell me which model this one is? I don't if it was sold in the US or EU originally. Bought in Germany in a city with a former us military base.

Serial number and component models would help. Just guessing that it may be a 1999 F700.
