Are you looking to go with a modern tapered fork? If so there are lots of adapters out there for this. Just remember the travel/rake. Also, if you find a straight 1 1/8th adapter, remember the frames are designed for the headshox, this is why the older cannondale adapters have the big spacer...

Do you have any photos of it on a frame? Is it a thin or thick primer?

I think you are right. it is a M400, 98 was birkenstock and some was 2k ish. :)

Post some pics. The SN page is really for Cannondale up to 2007.. Some modern Cannondale may use a different SN format.

are your shifters sram 8spd? 8spd is getting hard to find. you will have to look on ebay. are you looking for time period correct? if not, you can switch over to 9spd..

Off the top of my head looks like 06/07 if memory is correct. Have you gone here: Serial Numbers R would be the date code.

Welcome, both of these are great bikes. But size and fit are most important. I hope you can find what you are after. You should have no problem selling if you go that route. :)

The frame is a 2000. (L) is the date code. It looks like the original paint was a red or brownish. If you look thru the 2k and 2001 catalog to best match the color. and measure frame geometry. basically right now you have a blank slate... do you have the parts to rebuild the fork?
