    Cannondale 2.8 Series Road Frame

    If you're definitely going to repaint it, you might try sanding through the blue and see if another color shows underneath. Perhaps it was a replacement frame and that's why it doesn't have a model decal. I would start at your local automotive paint dealer and see what they can come up with.

    Looks to be a 1996 frame. Does it have a model number? The only blue 2.8 I see in the 1996 catalog is the R2000 (Matte Panama Blue). R600 and up had the carbon fork in 1996.

    Kind of odd to have those calipers on a build that is pretty high end otherwise. They probably work fine though. Glad to hear that you didn't discover any issues during the clean up. That's when I usually start to notice flaws that I didn't see initially.

    I wish Kleins were as easy to find as Cannondales. I only have one, a Chehallis made 1996 Aeolis from the Trek owned era.     It's not a problem with rubber grips but I guess that it might be possible for water to get through the foam. My guess is that there is a solid base film that water won't be able to penetrate.

    I usually use a bit of glass cleaner to ease rubber grips onto flat bars. You don't need to soak the bar, just a light mist. Guessing it would help with foam as well.
