Hi, I would like to install a modern steerer parts on a 1994 Cannondale M700.
What do I need to buy ?

I would like to install a more modern quill stem such as Nitto 1-1/4, which is very difficult to find, to add a 31.8 handlerbar and stem.

Have you seen a 31.8 stem for a 1-1/4 steerer? You might need to get a quill adapter. Then you can use whatever stem you want.
