Perhaps Brian will chime in. Have you looked around at velocals? They probably won't have a model decal but might have the same style of down tube decals, and might have a color that is close.

I have contacted the ebay seller (that I posted in the other thread) about buying a quantity of the stops. I can drill and tap them.

Look around for a bike shop that was selling Cannondales in the 1990s. Dealers had frame parts kits that would have had the stops. Another option would be to look for a trashed donor frame - bike co-op, craigslist, swap meet, flea market, etc. This one should work if you drilled and tapped...
