Assuming an AL steerer I'd call it a 2002 R2000 but it's not a color that shows in the catalog.

The problem with welding is that it would soften the weld area/heat affected zone of the tube. Guessing that it wouldn't be a problem on the seat stay though. How did you build it and what's the intended use?

See if there's a bar code decal on the bottom bracket shell and tell me what the first letter of the printed sequence is. That should give us the year. Some details on the components may help with the ID.
