What are you going to do with it? I suppose you could ride as is and keep an eye on the damaged area. I might try making a patch out of 6061 and bonded with epoxy.

Very nice. You should try to find a nice 7700 Dura Ace crankset for it. They are kind of hard to find as the finish doesn't hold up very well, but you can sand and polish them and make them look very nice.

I've not seen that previously. Wondering if it could have been full of water and frozen? Water can get into the stay via a vent hole in the seat tube, but I think the lower end of the stay is water tight.

I could easily put a 1.5" spacer in the lathe and bore it out to 400 mm, as long as it leaves enough wall thickness. You can probably find someone locally to do it for less than the shipping cost from USA.

Not sure what you mean by flat-ish. Have a look at some of the catalog archives. There weren't many different frame types in the 1990s.
