That's usually caused by a new chain on a worn cog. I would try replacing the cassette or freewheel with a new one.

It's possible that disc specific CAAD3 frames were made during the 1999 model year, but they don't show in the catalog. Great looking bike no matter what year it is.

Yes, 1999 frames were CAAD4 from F1000 - F3000. 1998 frames were all CAAD3 V brake only, no disc production models. Disc specific frames didn't show up until 2000 and were either CAAD4 or CAAD5.

Sounds like everything should work. Did you check to be sure bar clamp diameter of the new bar is the same as your stem? Guessing you might need to snag a couple of MTB brake cables, but I don't know those levers.

I don't have any specific recommendation. I usually buy touch up paint at the hobby shop, have had some luck with fingernail polish. Sometimes have to mix two colors to get a decent match. John Deere yellow with a bit of white might make a close match for Team Yellow.
