Loctite can be loosened up with heat. You might try a propane torch on the bolt head for a bit. Wrap a wet cloth around painted parts that might get cooked.

What are the brakes? Don't look like anything on stock 1994 bikes. The pic I found of Giove in the 1995 catalog shows canti brakes but they may have run others. Does look to be Viper Red, so could be a team bike.
